On January 30, the People’s Committee of Ho Dac Kien Commune solemnly organized a Conference to implement socio-economic development tasks for the 2026–2030 period and the year 2026, in conjunction with the Signing Ceremony of a cooperation agreement between the Ho Dac Kien Commune People’s Committee and the Mekong Institute – Can Tho University.
The ceremony was held in the context of the locality’s efforts to strengthen linkages with research and training institutions, with the aim of making science and technology a key driving force for sustainable development.

- Ms. Huynh Thi Mai Phuong – Standing Deputy Secretary of the Commune Party Committee, Head of the Party Committee’s Inspection Commission.
Representatives of the Mekong Institute leadership:
- Assoc. Prof. Dr. Van Pham Dang Tri – Director of the Mekong Institute;
- Dr. Dang Kieu Nhan – Lecturer, Former Director of the Mekong Institute;
- Dr. Nguyen Thanh Tam – Director of the Mekong Institute’s Ecosystem Program;
- Mr. Nguyen Tan Loi – Researcher, Mekong Institute.

- Major General Nguyen Thanh Hai – Former Deputy Chief of Staff, Military Region 9;
- Mr. Vuong Thinh Nam – Deputy Director of the Department of Finance;
- Ms. Thach Thi Ke Rin – Deputy Director of the Department of Ethnic and Religious Affairs;
- Mr. Luu Thanh Dung – Deputy Director of the Department of Culture, Sports and Tourism;
- Mr. Tran Khanh Trinh – Deputy Director of the Department of Construction.
Also attending were members of the Standing Committee and the Executive Committee of the Commune Party Committee, representatives of agencies, units, schools, enterprises, cooperatives, cooperative groups, and sponsors from both within and outside the locality.
At the conference, representatives of the local leadership presented an overview of the commune, providing participants with a comprehensive understanding of its historical background, potential, and development orientation. Based on this, the conference outlined the objectives and tasks for socio-economic development in 2026 and the orientation toward 2030, emphasizing the integration of science and technology, digital transformation, and climate change adaptation as cross-cutting requirements.
The People’s Committee of Ho Dac Kien Commune signed a Memorandum of Understanding (MoU) with the Mekong Institute to support and mobilize resources for local socio-economic development. The MoU holds special significance, laying the foundation for long-term cooperation between the locality and the Mekong Institute, with the following key objectives:
- To establish an effective coordination model between research and training institutions and local authorities in order to implement and concretize the objectives of Resolution No. 57-NQ/TW on the development of science, technology, and innovation.
- To strengthen cooperation between the Ho Dac Kien Commune People’s Committee and the Mekong Institute in research activities and the transfer and application of science and technology, serving the goal of rapid and sustainable socio-economic development at the local level.
- For the Mekong Institute to play a supporting role in developing and implementing training programs, as well as transferring and applying science and technology and digital transformation in production activities, thereby improving efficiency, promoting sustainable development, and enhancing adaptive capacity to environmental changes and climate change.
The signing of this Memorandum of Understanding is considered an important milestone, opening a development approach based on science and knowledge. As a reputable research institution across multiple fields, the Mekong Institute will accompany the locality in providing policy advisory support, transferring science and technology, promoting smart agriculture, enhancing climate change adaptation capacity, and accelerating digital transformation at the community level, thereby contributing to long-term development momentum for Ho Dac Kien Commune in the coming period.
